Abstract:
This SIPR Policy Paper examines the ongoing process of welfare reform, especially how programs are using third-party operators to move participants into permanent or transitional jobs. It is the fourth in a series of essays in support of SIPR’s project on the Benefits Access Learning Cluster, an effort funded by the Charles Stewart Mott Foundation and managed by Senior Fellow April Kaplan to identify effective employer-based models for raising awareness of and participation in work-support programs.
